
The Harrow Road Affordable Housing and Community Hub is an exciting new development in the heart of Pemberton. Led by Sea to Sky Community Services (SSCS), in partnership with BC Housing and the Village of Pemberton, this project is an essential step toward meeting the community’s growing need for affordable housing and enhanced local services. Located at the corner of Harrow Road and Highway 99, the development features 63 thoughtfully designed rental homes, offering a mix of one, two, and three-bedroom units. Completion and occupancy planned for Fall 2026.
Housing options will include market-rate, rent-geared-to-income, and deep-subsidy units, making it more accessible for a wide range of residents.
This integrated hub is designed to create a welcoming and supportive environment, making essential services more accessible for everyone in Pemberton.

Important to note: Should you be selected for a unit, a confirmation of interest is required via email response within 72 hours of receiving an email from our Housing Coordinator. Proof of income as well as tax forms are required to be submitted within 7 days of the initial email for Market applicants, and within 14 days for RGI and Deep Subsidy tenants. If full proof of income is not provided within the allocated time, SSCS will move on to the next person who is eligible for the unit.

We offer several types of affordable rental housing, designed to meet a range of income levels and housing needs. Please apply to the type that best suits your needs and household income. More info on each type can be found in the tabs below and you can review floor plans HERE.
Based on current market rates:
Tenants contribute 30% of their gross household income, before taxes, toward monthly rent.
A household occupying a 2-bedroom unit with a monthly income of $3,000 would pay $900 in rent.
Household income is verified once per year. Rent amounts are adjusted annually based on verified income.

The Harrow Road Project will offer 63 rental homes, designed for individuals and families, including 1, 2, and 3 bedroom units. Housing will be offered at varied rental rates to accommodate different income levels, including moderate market rents, rent-geared-to-income units, and deep-subsidy units for low-income residents.
For the Harrow Road Project, priority will be given to residents or employees who have lived or worked in the Pemberton Area for at least one year. Applications are now also open for residents or employees who have lived or worked in Whistler for at least one year. For clarity, applicants only need to prove residency OR employment for a minimum of twelve consecutive months, not both. These areas include: Village of Pemberton SLRD Area C, including in the RMOW First Nation communities, including Lil’wat, Samahquam, Skatin, Xa’xtsa and N’Quatqua.
During the initial lease-up for Harrow Road, priority will be given to people who currently live or work in Pemberton.
For Market units, selection is based on a first come first served process. Complete applications are added to a waitlist, and when a unit becomes available applicants are contacted in order.
For Rent Geared to Income and Deep Subsidy units, selection is done via a tenant selection committee comprised of SSCS staff members from a variety of backgrounds. Selection is made based on housing need.
