Sea to Sky Community Services is building a transformative hub that combines 63 affordable homes with 10,000 square feet of community space for 30+ essential programs under one roof. Designed for safety, dignity, and cultural relevance, Harrow Road will be the one, welcoming single door to care for everyone in the Pemberton Valley. Pemberton is one of BC’s fastest-growing communities, expanding at four times the provincial average. But growth is straining the very systems that hold our community together and keep people well. Housing costs have tripled since 2005, rents are nearly 300% higher, and one in ten households is now in core housing need. Families are forced to make 200 km round-trips for health care and essential services, shouldering costs in gas, lost wages, and stress.

The Need

Purpose-built space for life changing SSCS and partner-delivered programs, where people are comfortable to seek help, even on their hardest day.

Barrier-Free Youth Mental Health Hub

A walk-in youth wellness centre offering integrated mental health, primary care, substance use and peer supports for people ages 12-24.

Early Years

At Harrow Road, families will find support to get ahead of challenges before they become lifelong barriers. From one-on-one early intervention and therapy to literacy programs, playgroups, and school-readiness support, children are given the best possible start.

Youth Services

At Harrow Road, youth 12-24 will finally have a safe place to turn for barrier-free support for mental health, substance use, and primary care, building the stability, guidance, and belonging they need to move beyond their struggles to a position of strength.

Family Services

Harrow Road helps families at their most vulnerable build homes filled with possibility. Our Healthy Pregnancy Outreach Program makes sure no baby begins life without the essentials. Through workshops, programs, and connections to vital resources, we build resilience, restore stability, and give parents the support they need.

Adult and Seniors

For newcomers, single parents, or adults with developmental disabilities, Harrow Road offers pathways to stability through employment support, housing, homelessness prevention, and legal advocacy. Survivors of violence can access confidential, trauma-informed care. For seniors, Harrow Road offers connection, support, and the resources to age in place, with dignity.

The need is proven. With shovels in the ground and momentum building, every gift is vital to reach opening day. With the clear vision of SSCS and our partners, we will create a seamless network of care that strengthens the entire community.

Building Harrow Road is a decisive step toward addressing the Corridor’s housing, health, and social service crises. We have almost reached our goal, but our window to act is closing quickly.

The Harrow Road Community Services Hub finally gives Pemberton an open door where anyone concerned about a neighbour, friend, or family member — or themselves — can come for support.

Harrow Road is SSCS’s third co-located housing and social services project, building on more than a decade of success with Spirit Creek and Centrepoint Apartments. This is not theory; it’s a tested model.

Harrow Road will be home to Pemberton’s first accessible playground, open to the public.

Working closely with the Lil'wat and Southern Stl'atl'imx Nations to support reconciliation, SSCS aims to provide culturally safe and Indigenous-led services for children, youth, and families.
